Harry Marsdens answer was - Flockton, then in the third Section, lost to Thurstonland in 1986

Who were last team from outside top section to win Allsop Cup?
In 1958 Clayton West won both Allsop Cup and Section B (then the second tier)

Have 2 finalists ever both been from outside top section?
Probably not
