A. The officers of the HCCL shall be President, Vice-President, Secretary, Treasurer, Registration Secretary, Results Secretary, and Umpires Appointments Secretary.
B. The League Committee shall consist of one representative from each club and two representatives from the Umpire Association (with only one vote).
C. Eight Elected members and the officers of the League shall form the Management Board.
D. All shall retire annually and be eligible for re-election.
E. The Management Board shall have the powers to manage the affairs of the league other than those items, which require to be done and decided by the League committee.
F. The Minutes of the Management Board meetings shall be circulated via the website to all the clubs secretaries and to members of the board and shall be binding on clubs, but shall be subject to review at the next meeting of the League Committee or at a meeting of the League Committee called for that purpose or at the discretion of the President and Management Board, or on written request of not less than five clubs.
G. If a club representative is elected President of the League then he/she shall cease forthwith to represent their club, which shall be entitled to appoint a new representative in their place.
H. The dates for the 2016/2017 League Committee meetings at Flockton Green WMC at 7.30pm are as follows:-
Tuesday 5th April 2016, Tuesday 14th June 2016
Tuesday 18th October 2016, Tuesday 22nd November 2016 AGM
Tuesday 7th February 2017, Tuesday 4th April 2017 (to be confirmed)
I. Five to form a quorum.
J. Any representatives failing to attend shall be fined £4.00 for the first offence and £20.00 for each subsequent offence in any one year with an additional £7.00 for failing to attend the AGM unless a satisfactory explanation be given.
K. The Management Board may appoint Sub-Committee(s) as they consider necessary but all the decisions of such Sub-Committee(s) shall be reported to the Management Board.
L. The Management Board to have no more than one member from any one Club.
M. DISCIPLINARY/APPEALSCOMMITTEE: - To be heard in accordance with current ECB and YCA Discipline Guidelines.
The ECB have ruled that a guilty plea could in certain cases usually mean a lesser sentence, and therefore the HCCL Management Board will consider, in certain instances of discipline breaches, where they will give the opportunity for a player etc. to submit an early guilty plea, in writing, with reasons for the plea, which could receive a lesser punishment.
When a player is charged with an offence, it will be stated whether or not an early guilty plea can be submitted.
If, for example, the HCCL Management Board considers the early plea favourably and there is no hearing, then a punishment could be reduced for a two match suspension to one match and so on.
Any player who has had a previous charge in the current season would be unable to submit an early guilty plea.
